"Why Agile is so hard for the government (and what we can do to help) "

Abstract:

Many government agencies struggle with Agile adoption for software systems. The reasons can be many but usually come down to a few fundamentals of how the government sets its long term objectives and how it performs its day to day operations. While much of the government is still trying to understand how to implement Agile programs successfully some groups want to do agile but lack support systems to do it correctly. We’ll talk about how to help your customers get an Agile project off the ground including concepts for Agile Contracting, how the FAR (and TechFAR) provides guidance, and what an Agile SOW should focus on.  A very important point of implementing Agile within traditional government contracting is understanding responsibility chains within the government and how external dependencies can cause even the best Agile teams to struggle. We will cover how to spot customers misunderstandings about Agile early in the project and the most important roles for implementing a successful agile project within a government setting. The final key for long term success of Agile projects is how to define metrics that align the project objectives with the team’s existing Agile metrics to provide the information stakeholders need to show success throughout the project.

Join us as we dig into aligning Agile activities to organizational objectives and learn how you can work with your government customers and stakeholders to overcome these constraints and still be successful in developing software in an Agile way. Brian’s presentation shares insights and experiences on how we can work collaboratively with sponsors to drive business value that meets more traditional program cycles.  The presentation closes with several steps any team can take to make sure the organizations goals are aligned with the team’s activities throughout the project, and resources for groups that want to get into Agile contracting. This presentation is meant to speak to both sides of the contracting field (government sponsors and private contractors) and can help attendees start conversations in the real world about how to better align Agile delivery to their program objectives.
